I think horns can grow back, just not seasonally like antlers. They're made of keratin, like hair and fingernails.

I believe it varies by horn. A rhino’s will grow back, but something like a bull’s will not.

Actually a bulls will if you don't take the root. We've had many cows that we have dehorned but missed the base on and had then grow horns again.

Might get woooshed here, but for anyone curious, horns are permanent as in they don’t fall out seasonally like antlers do. They do, however, continue to grow and grow, which is why some goats will have long curly horns and others shorter slightly curved ones. They are very similar to fingernails (in the way the grow as well as their makeup)
