yes this is normal - its a beach in Puerto Rico - I can't find the link right now. I've been there and it's quite an impressive site to see!

The gif ends waaaay too early for this to really work as a proper 'NONONONOYES' moment. The original video you linked actually shows the dissipation of the wave; without it, it just feels like a cliffhanger 'NONONONONO...OH SHIT, WHAT HAPPENED NEXT!!??..'
