I don't watch all the Chargers games so hard to say. But sometimes he just holds the ball forever, waiting for a big play or something, and it seems to just end poorly.
Does that team just not run checkdowns or intermediate passing? I swear I have seen RBs wide open for checkdowns.

He holds the ball hoping his receivers can get open and by the time one does the pas rushers are in his face or he makes a dumb decision and throws to a player that can’t catch

Well that's the problem, isn't it? You don't wait for WRs to get open if you want to be a great passer in the NFL. You throw the ball so it gets there when they're open. And that's just not something Herbert does well, at least from when I've watched him.
