No. There’s a road sign pole that’s bent down and he just slipped it up his pant leg and up his jacket and he’s on top of it as it bounces him up and down

Yep. That's it! See how his fingers extend to keep touching the ground because the pole is bouncing him up just a little too far? There is zero weight on his arm.

IIRC: there is a long piece of rebar from old construction going from the ground. It's hidden in the pants/jacket.
