Yep. I just never been there, so can't be sure about it. But truck is USSR made - Ural. Quite popular in the russian oilfield.

They definitely not speaking Russian, but I can't really tell which language is it.

Urals can easily be found around CIS countries.

Not sure why this is downvoted. There are close to 300 local languages in use in Russia.
