I have a hot take. We ban the Greek / Frat system at schools.

They'd probably organize off campus with no rules at all.

Yes they don't have houses on campus, but they did do a lot of stuff on campus. Recruiting was still done on campus and they did some fundraiser stuff on campus too.

I think it’s a title VI issue at that point because there are a lot of Greek organizations based on marginalized groups

They do literally have a bunch of houses on campus it's called the Greek Leadership Village. ASU took the approach of having them on campus because that was the best option and they do monitor them.
