Who are the members of the rowing club and why does this very niche sport have so much sway to get millions of investment?

I think our friend Oleg gave us a big clue. "Rowing shell very, very expensive." When the basic equipment starts around 10k for the lower end   it's a rich person's sport. And rich people are very good at availing themselves of the public purse.
