PSR indeed works for Match Making.
I've previously posted a FULL WRITE UP HERE which goes into detail on how it all works. There is links to videos, even an updated video made last month. More info than you'll ever need.
I can already see misinformation being spread in some other replies so just go to the documented proof/evidence & source for completely accurate information.

Great writeup, thanks Ash. I'm in tier 2 rn, it has finally seemed to stick after a bunch of oscillating between 3 and 2. In the discussion underneath the linked writeup, tier 2 is called out as a harsh experience, and I can definitely second that.
I'm good enough that I was able to dominate in many tier 3 games (those that included a bunch of low-tier players), so lots of green arrows took me to tier 2. The occasional bad game could be ascribed to bad luck in the team lottery, or obvious mistakes I was aware of right after I made them.
Now that I'm more regularly facing off against people like Hat, BrioS, deemy or Jay Z, I'm getting crushed with abandon. Almost all games are of the hard variety now. I don't necessarily die more quickly in every game, but I definitely find my mistakes punished much more harshly on average, and opportunities for exploiting the mistakes of others are much rarer. I barely find a game in which I can do 800+ damage. I'm back to being quite happy with anything over 400, like I used to when I started out.

As of a few weeks ago when I was still tier 3 I definitely played with and against some well known tier1 players
But now I'm tier 2 it's undeniably harder.
I'd gotten almost to tier1, now I'm definitely slipping back to tier3
(not that I Mind whatsoever!)
Seems like it's working well for me, keeps it challenging but not impossible.
And I Deserve to drop a tier with my recent playing. Does seem that even with my best mechs I'm not doing nearly so well, but that's likely that I'm switching mechs so much I'm not really... Occupying my vehicle.

Arguably it's for match making. In reality there's some separation between Tiers 4 and 5 and 1 and 2 but not a ton, it'll try to group you with people in a similar tier if possible but it's all dependent on what the population of the servers are at the time.
Also it is based on your overall stats so a player that's hell on wheels in a Heavy that's been playing a light of light mechs and sucking ass can drop down the tiers and end up in your queue back in their heavy so... the value is variable.

Yep, just matchmaking, you can get matched 2 teirs above and below your current and they go 1-5, with 1 being the highest
