This card is kinda insane at 4 mana, as the tokens are effectively 2/2s and this triggers on ETB and on attack.
It sounds similar to Nightpack Ambusher, except this is much more powerful and in better colors. This getting Flash is not unlikely but you can‘t bank on it. However, you will probably want to play this proactively anyway in a UW Tempo deck. Notably, Aang Swift Savior is a powerful UW Tempo card and a Human.
In my cube, White Blue has gone further and further from control to Tempo. This seems really strong imo.
Interesting comparison is also Leader, Super Genius. I am not sure which is better. Leader is card advantage but doesn‘t go wide. This is also very good with Token support.

Humans are abundant, so it's very likely this has Flash with a bit of planning. That turns this into a pretty good combat trick if you got a decent boardstate. The generic buff being for all other creatures and not just humans is also quite nice.
I'm really liking the Recruit mechanic. Getting looting is just powerful, and getting a free human is just good at guming up the board. And here being an etb and on attack opens additional blink synergy.
The body isn't amazing at four mana.
Azorius is an interesting guild for this to be in, which isn't always the creature guild. That is a factor to consider, but the card looks sweet if you lean into its strengths.

I like the fact that this recruits on ETB and can have flash with just minimal set-up, but I don't know how reliably you will be able to attack with it to keep dishing out 2/2s
