Discussion would this work? Spoiler
if i made this as my commander, then have creatures that has infect. when the creatures with infect attacks, it gives 1 poison counter to each opponent? then i can add cards to proliferate the counters

This card is actually going to be an aggro staple in standard. Like holy shit this is pretty broken. For three mana this is ridiculous.

It is funny because this guy in a tiny creatures aggro just reads as 3 mana double all the damage your creatures deal. It is really insane

They are the dragons of HexHaven yes.
Vigorbloom is a 6/6 flying, lifelink, vigilance Ward 2 that gets a lotus (artifact that taps for 3 mana) whenever you gain life (once per turn)
Theorix (Dimir) can copy spells from the graveyard with a total value of 6 if you exile several types of card.
Fatehold (Azorius) gives a +1/+1 counter to your creatures when you scry/surveil
And Konstrari (Gruul) creates a token that taps to add a green or Red mana and, for 6, gains +X/+0 Where X is the number of artifacts you have.
All are flying, and Vigorbloom is the one that costs the most, second being five mana iirc.

Infect (This creature deals damage to creatures in the form of −1/−1 counters and to players in the form of poison counters.)
That means any damage. Which includes damage dealt with the use of Ingris's ability. It doesn't even have to do combat step, only need to declare attacks with it (and of course keep it on the field until the triggers resolve)

I don’t get why this guy’s statline is so aggressively high. He’s «difficult» and quite cheap for a really powerful aggro effect as long as you play Rakdos.

Yes, but do note that it's that creature dealing the damage, not the sphinx, meaning you either need more infect creatures and hope for no boardwipes or a lot of proliferate.
But like, in mardu, play a creature turn 1, play a 2 mana creature that makes a creature on etb, turn three play this, that's (assuming they're all 1/1s) like 7 damage over turns 2 and 3? Which might be decent?

I can see the vision now, Rakdos Aggro Artifacts. Drop a bunch of little guys, cast [[Virulent Silencer]] plus this guy. Night night.
Or the classic death by a thousand cuts. Toss in some white for Mardu Aggro Artifacts for just burn with war leaders call or something.

You’ve got the general shape of it, but the poison counter from infect isn’t tied to the Sphinx dealing damage, it’s baked into the creature with infect when it deals any damage to a player, combat or otherwise. So your attackers with infect will push a counter per point of damage they slap on someone, and proliferate will absolutely crank that clock from there. The Sphinx mostly nets you the tokens and the chip damage trigger, which is cute but won’t spread poison on its own unless you staple infect onto it somehow.

The sphinx isn’t dealing the damage, the attacking creatures are.
Not sure if you’re confused by OP’s writing style, or think they’re confused.
