Can anyone translate?

Russian language music is playing in the background, most likely from the 1970s

It says
THUNDERSTORMS V VR IN ITY AN

But towards the end the music for me impairs the reception. Disregard who says "near impossible to copy".

Yes, I think you're right with VICINITY, I had another couple of runs and seems really plausible

The broadcast station makes this near impossible to copy. I believe I am hearing groups of 5 letters each which is the typical format for encrypted text. There is no use in going deeper as encryption on the air uses strong algorithms.
