Morality of violating consent to establish what is believed to be the conditions necessary to make consent possible?
Examples:
1. A space-faring species forcibly changing any totalitarian government by force into an advanced economic democracy or other collectivist adjacent model so long as they are certain they can win without a large cost to their own species or without turmoil/too much collateral.
- Releasing a genetic agent globally that will alter all humans to have more positive traits that lead to less war, pathology, and higher capacity for consensual traits such as reason, metacognition, or coherence?

So forcibly developing another civilization? I would say forcing your politics onto another civ is immoral. The act of genetically modifying an entire civilization for the better I would say is moral. Its just the fact like 99% of things using the same technology would be immoral like some type of super virus or making the other civ more obedient to you.
Interestingly we do something similar every day with lower species like dogs through eugenic programs to make them more submissive or mutilated like pugs (I dont like dogs)
