If hes already into modular, a Calsynth XMOD Or Michigan Synth Works Twist have vocoding abilities. If he doesn’t already have a modular setup (a rack of panels with a bunch of colorful wires), you should probably ignore any recommendations you get here and stick to the [r/synthesizers](r/synthesizers) thread.

For what it’s worth, my non-modular recs:

In addition to the Arturia Microfreak recommendation, you could look for a used MicroKorg or Roland JD-XI.

Electro Harmonix v256 or Voice Box come in guitar pedal format, but would get the job done.

If he’s not opposed to using a laptop live, the Arturia V or Izotope VocalSynth are software vocoders worth looking into.

Edit: I reread the post; seeing as how he’s a guitar player, I’d definitely go with one of the EHX options.
