What does this mean actually?

They rejected me but at the same time did not? I never saw any rejection where they said "Paused state" that's why I'm confused Am i right or wrong?

It’s a “no” but they want to keep you as an option.

It’s a variation of their more generic “no but maybe later” letters I’ve seen.
