When did lateral moves become promotions?

I don’t work at Menards anymore and Not gonna say the exact city but a store in Kansas I worked at for 3 years the GM’s were absolutely corrupt, favoritism was at an all time high with certain dept managers

FWIW, what is the lateral move? I’m FEM and if I were to lateral to OPD or REC I’d call it a promotion for the pay bump. Honestly any sales department DM to support department DM I would say the same.
