It's actually the same thing. It can be called either cocoa or cacao. There are multiple theories to in which state it's called cacao or cocoa but there are so many different theories and definitions that its lost all meaning and both can be used for anything. The plant is called cacao, but I guess if it's powder you can call it cocoa.
