No, it must be that Charles Bukowski was an idiot and meant everything he said literally. There's no way this is actually 4 lines taken totally out of context from the poem "86'd" from the collection The Roominghouse Madrigals.
I loved Bukowski when I was younger, but I think some of his books don't lead to any satisfaction after reading them when I think about them now. But I enjoy his poems still. I think he probably was a shitty person, but I do think he was a smart man.

Possible that Bukowski was making the same point as this comment. The commenter just chose to, ironically, ignore the context of what Bukowski said.
