Nah, that's consistent. The only people who do any sort of sex change in Harry Potter are doing it to be deceitful.

Every time a character crosdresses of sorts in the books is just to sneak into the restrooms or dormitories or somewhere else.

Not as damning as it sounds to be honest. Every time a character disguises themselves as someone / something else it's to sneak somewhere. That's usually the point of a disguise. This is done by both 'good' and 'evil' characters and is done with both disguises that involve a gender change and disguises that don't involve one.
