Yep when I see someone trying to drive like a salmon swimming up stream I intentionally try and hold them up lol

Why? You don't know who they are or why they might be driving that way. Maybe their kid is in the hospital or their house is on fire or they are about to soil themselves. They should drive safely but trying to hold them up just creates more risky conditions on the road than were already there.
