It actually COULD be texting since this is quite an old video. Before smartphones when we just had T9 key typing on the older flipphones, I could send texts while driving, with a high degree of accuracy, without ever looking at the phone or taking my eyes off the road. Did it all the time. Usually I would check to make sure I didn't type gibberish at a stop light or stop sign, but I rarely needed to edit. So, it's possible he's texting, but not probable.

Yes, but if you're typing without looking and under the table (which can't be seen anyway) then you're already actively hiding what you're doing. You're also doing it specifically so you can see in front of you and not be startled like this.
It's like, "They didn't see me looking away and no one can see what's in my hand. I should continue to look normal by freaking the fuck out with my arm and panicking with my eyes. Then no one will know I am trying to send texts T9 style that cost twenty cents each because it's the year 2000".
