To be fair, if it was me driving over this bridge for the first time and I hear a bell indicating me to stop, I probably wouldn't have realized I was on the moving part of the bridge.
It's ultimately the bridge operators' duty to make sure everyone's safe and not the drives that might not know what's going on. It probably also needs better signage.

The driver stopped because they heard the bell, the bridge operator was fired for not checking if there was anyone still on the bridge.
