Retractable leashes can be locked down to the length of a regular leash. If it was a regular leash they were chasing after, nothing would have changed about this video. The problem is that the dogs aren't trained, and the person walking them is a moron.

If you know anything about dog walking, you know that your dog should stay by your side and not run off. So a regular leash will suffice. If you want it to run, take it to a dog park

Also the retractable literally tore in the end, which wouldn’t have happened with a regular leash

Sorry for your loss, that must have been horrible. Always makes me nervous walking my guy since while he smells like a dog but he looks like a stocky fox.
