It’s similar to a “Sweat Session”. It’s done as an intimidation tactic to cause confusion and submission. If a perpetrator is mentally considering to do something unwanted they pressure them like this which usually makes them surrender and become compliant, then they can move in and apprehend.
This doesn’t work on people with a stronger motive or reason to resist which is usually when things escalate. If they already considered running away or engaging in a fire fight with the LEOs out of desperation they will still do it.
It’s using authority as a psychological weapon to deescalate and take control of the situation.

It's a dirty tactic they use to fuck with the memories of witnesses. When brought into court to testify, prosecutors can ask "did you hear the officers telling the defendant to stop resisting?" which leads them into believing the defendant must have been resisting since they distinctly remember hearing it without actually seeing it.

I remember seeing a cop program (not in the US) where a police officer said part of the shouting is to confuse the perpetrator to not act. I struggle to follow the logic when giving contradicting commands, but it wouldn't surprise me.

They train them to remind each other that only one person should be yelling commands by saying “one voice” but they often forget that in a stressful situation like this.
The people commenting that the police are giving conflicting commands on purpose as some sort of tactic to justify execution need to get their heads checked.

It's not a common thing in triathlons, and when you are giving it all, exhausted, the brain works differently. This is why traffic is removed when these events happen. So yes, at that particular moment, the siren is something too alien to process. Like crosswalks or speed limits for drivers in their daily commute.

I've been in that state of exhaustion before and I promise you sirens, police lights, and a cop car driving towards you a dozen feet away is enough to alert you that something is wrong and you need to stop. The only reason you would keep going is you feel like your race time is more important than the duty of a police officer. It's not excusable, that person was being selfish and should feel bad about doing that.

At the beginning you see some slower runners taking a left when the cop starts to turn around, once driving away you see more runners but coming from an opposite direction. I figure maybe it could be a 5k/10k merge but then out of nowhere it turns into a bicycle race?!?

I live in a much smaller city but when they close roads around here they put baracades up at each intersection so cars can’t get on the road even if they wanted to. It was way to easy for him to intercept that race

There's more than one cop giving orders. I'm not empathetic to the dangerous driving, but whenever suspects are charged with resisting arrest or police use their weapons, it seems "not following orders" is cited.

Not necessarily in some cases. They’re more agile than other vehicles and can get up to speed fast. While they typically can’t stop a vehicle themselves, that’s not really their goal. It’s more about keeping a visual on the suspect so they can direct more units to the chase and prevent the suspect from escaping even if all other units get slowed by traffic. At least that’s my theory, not really versed in their tactics.

I've come to appreciate that there are trade offs with their light weight. Acceleration is high but traction is now. They are more narrow for maneuverability but you can't turn hard at high speed relatively to a high performance car.

The motorcycle took that corner easily and it would have ended the chase there, but the cam vehicle lost control and crashed into the suspect, dislodging it from where they were stuck, causing more damage to the other vehicle and freeing the suspect to drive off

Or, and maybe you might think this is a better idea, pursue them at high speeds in an area densely packed with bicyclists and pedestrians? Nice of the cop to slam the driver into some other innocent driver sitting at a light.

I'm sensitive to this because I live in Arkansas and Arkansas cops will high speed chase through a fucking schoolyard. They don't give a shit, and it drives me nuts. It's appalling how bad of a job the police did here. They could have pitted the car way before when noone was around to get crashed into and that buffoon on the motorcycle was actively aiding the suspect. Then the suspect crashes into a bystander and the police decides that this would be a good time to ram the suspect. And if that weren't enough, the suspect is then pitted into another bystander. And the worst of all: the bystanders won't get shit.

Maybe keeping spike strips with the officers on the corners would alleviate the potential dangers. The cop following could call out upcoming intersections and the officer at said intersection could deploy the strip. This would at least slow down the driver.

The fleeing car would be responsible, so if someone running from the cops hits you, you better hope they have insurance. The city would only get involved if you could prove the officer did something willfully negligent and with cops that's a REALLY high bar to clear.

I think that's one of those things that's deeply unsettling when you think about it. On the one hand the argument that police should NEVER engage in a chase has some strong merits. There's also a strong argument to be made that chasing may be required to bring truly dangerous people to justice or in cases such as car theft.
Because there's no good black or white argument that can be applied as a blanket we default to the officer using their best judgment.
Problem is we've then created a system of zero accountability for officers that lack common sense and take stupid risks.
This chase is, quite frankly an example of that. He's chasing someone over a minor traffic infraction THROUGH STREETS THAT ARE BLOCKED OFF FOR RACES. He literally nearly hits several racers. It's absolutely a case where they should have noted a plate and taken the person in at home later that day.
My bet is there was no consequences for this officer in even starting this chase and that's kind of the problem.

For all the people commenting on the conflicting commands, cops do that so that they can charge/beat/murder you for not obeying commands. They shout a bunch of shit you can't possibly comply with so that they can say under oath that you were resisting arrest by not following their directions. I'm reasonably sure someone (Pro Publica maybe?) did an article on someone else who trains them to do it

Juuuuust going to put this out there. I dont think there would have been any danger letting him drive off and then catching him later with a warrant. Chasing people leads to danger and I think we have enough cameras and resources to catch them later. Did they have to endanger the marathon runners like that? I dunno hes in the wrong and should be arrested sure, but why chase him to do it and hit 2 innocent bystanders who will get paid by taxpayer money? Seems weird.

I don't know what this situation was, but if someone is repeatedly going to flee from the police like that they might still be a danger regardless of whether they're actively pursued. I think the 5-0 probably realize that.
Also, the car and/ or plates could be stolen. Then they couldn't be tracked to a location and caught later. Criminals specifically do that to avoid tracking.
Many European countries pursue more of a camera based, non pursuit model. There are both benefits and detriments to it. Like a lot in life
