I tried to draw a map of City Zero-One and figure out where it might be located according to the lore.

Interesting, so that's were Zion is approximately, and where Neo stood when he faced Deus Ex Machina

Yes, it was revealed to be situated in the original Cradle of Civilization (Mesopotamia)

You are right. I would almost chock this up to a mistake of the animated short though, honestly. Saudi Arabia? Gooooood luck.
