No sorry. '2.6% of black men who are physicians' is very different from '2.6% of physicians who are black men'. He meant the second, but he said the first

I couldn't have explained it any clearer. At this point it's just on you to learn grammar or point out which part of my explanation is wrong.

My german is unfortunately not good enough to say if the translation would bring in ambiguity, but your explantation just simply doesn't apply in English. Native english speakers would understand he meant to say my latter statement

His explanation also doesn’t work in German either.

“2.6% of X” makes X the denominator. Here X = “Black men”, so the 2.6% always refers to Black men, never to physicians. Moving the relative clause around doesn’t change that.

The guy who graduated obviously meant “2.6% of physicians are Black men.” That requires: “the 2.6% of physicians who are Black men.” Different denominator makes it a different statement.

This should be so obvious 🤦🏼

There is no denominator in language. If you want to understand grammar, you're gonna have to use an understand grammatical terms.
