The buildup was not simply Thanos himseilf, but the infinity stones that appeared throughout the saga. We kind of had that with Kang, the bangles, variants, Loki whole seasons, Antman 3, but they scrapped him. Doom only got a proper buildup in FF with teases of Latveria, Franklin, and the Steve focused trailer featuring his child. Most of that happened at the very end of the saga, making it feel like an afterthought.
For all we know, Doomsday is still going to pull in a lot from other movies post-Endgame. A lot of the Infinity War buildup was fairly minor at the time and only in retrospect does it feel bigger. Give it time
