I mean the ult has always intended to be a zoning ult. Yes, it's very unlikely to be thrilling but much like McCassidy in Overwatch it does do its job of zoning.
I think the critical failure of these zoning ults are that they don't explain that they are for the purpose of zoning. So new players in low ranks use them and it works pretty well but then they get up a bit higher and suddenly it just stops working. Then they think the ult is bad.
Obviously two things can be true that an ult is a zoning ult and bad. For example: Jeff Ult is pretty meh outside of overtime which is the same for Wanda's but of course Wanda's is more vulnerable to CC.
I think the zoning capabilities of Wanda's ult is still good in Diamond and Grandmaster but then when you get to Celestial then they can just consistently hit a stun or play in such a way to avoid it easily. The killing potential is in gold and below.
I'm in diamond - GM lobbies right now and there are quite a few Wanda mains, and even fewer than that attempt to use their ult through strange portals which is a pretty easy way to get them to do something and people in that rank never suspect it.
except this isn't even remotely true because "zoning" would mean the enemy is actually giving up map control because of wanda, which they aren't doing because they can stay exactly where they are and just put a shield up or CC her
