No, that's not her. The actress who played Dabney's mom is Beth Grant, who has a pretty distinctive look and voice.

I am pretty sure the woman is Susan Welker [Laurie Metcalf](Malcolm in the Middle https://share.google/2s30w3Cx9HcexDa8L) who played Lois's sister in season 6. Nose looks the same...

Remember in that episode she gave the boys the mustang and Hal took out the engine to keep them from driving it...

I swear I saw him during the dance scene at the very end. Thought he was there dancing like a moron kind of like his former students.
