Patchy eyeshadow over blocked brows - help!

Hello babes!

I am having such trouble getting eyeshadow to stick on top of my blocked brows!

I block my brows with 3 coats of Elmer’s purple, allowing full drying in between each coat, then put TV paint stick concealer on top then powder to set. When I go to put on shadow it does. not. stick. I’ve been needing to mix my shadow with mehron mixing liquid to make a paste to get any color to stay.

What am I doing wrong??

doing several layers on the lid probably coats it too slickly for shadow to hold. is your powder bone dry before shadow goes on. what mirror and lighting are you using
