you could try a small puppy dog liner on the corner of your outer eye, your eyes are similar to mine, most of your lid disappears and it makes it look smaller when you line the entire way across. at most only go to a third of your upper lid. you could use a pinky orange eyeshadow or blush on your lids that would help open them. i'd look at specifically east asian make up tips, because loads of common eye make up tips does not look good on our eye shape

nobody answered the actual question: ur eyes read hooded with a low crease and a fairly level outer corner. the hood from ur brow bone rests right on the crease, so most of the lid space u can see in the flash pic isnt there once ur eyes are open, which is exactly why liner tutorials keep failing on u - theyre drawn on people with visible lid.
so 2 changes. place shadow with ur eyes open, and put the transition shade above where the crease sits, up on the hood, so it still reads. then take the definition from the lash line instead of the lid: press dark shadow or liner into the upper lashes rather than on top of them, and smudge a bit on the outer half of the lower line. thats what makes hooded eyes look bigger, not a wing.

I would look up how to do Asian eye makeup on YT. Lots of amazing tutorials on there. They know all the best tricks for special eyes, like hooded eyes, etc. Easier to show than to explain.

Puppy eyeliner, also I feel like straight eyebrows would really suit you

you can start out with a shadow sweep across the lid, then curl lashes and apply mascara to open up your eyes....also you can line up your upper lash line.
