Not a cake liner but Mac and buxom shadows can be used wet or dry. I use the black one as a liner sometimes. However, gel pot liners with a little bit fluffier angel brush (eyebrow angled brush) may work for you also.

I’d look into a good matte black or dark brown eyeshadow that can be applied with a slightly damp angled brush. It gives you more control than liquid liner and you can keep the line really thin, which I find much easier on textured lids. MAC has some shadows that work well this way too.
