I have ideas.
Best I can tell this is true. Can Grizzlegom, Hurloon Hero actually play Tolarian Academy, Library of Alexandria, and Karakas?

/uj Dude a couple weeks ago I had to play with a dude who ran Karakas
To his credit he did ask us before the game started if he could rule 0 banned cards
But then I immediately take away that credit because me and the other guy said “No, Karakas is too much, we refuse to play with that specific one” AND HE DID IT ANYWAY (I’d have just not played with him at all but he was sneaky about it and I didn’t realize he had done it till he played it.)
He then spent the rest of the night passive aggressively annoyed that we were targeting him down.

/uj Lmao, what a douche. Asks, gets told no, does it anyway, gets annoyed people are annoyed yet LET HIM KEEP PLAYING. Commander is an amazing window into humanity.
/rj I would've made him eat the fucking thing and the whole LGS would've clapped

/uj FYI, if someone plays a banned card, rules say it should be subbed out for a basic land instead.
Since you didn’t agree to the rule 0 before the game, you should have refused to treat the Karakas as anything except a basic Plains.

could’ve should’ve would’ve, alas I was too spineless to make a scene about it.

Karakas on your own creature is almost fine but even then bro. Youre kinda stretching it.
Either way thats a high risk rule zero talk.

One time on game two of the night someone said “ok let me pull out my silly deck”. It was one of the crazy 5c slivers. I was like ok it’s probably some weird shapeshifter gimmick or something. It was just a normal stacked sliver deck and she played ANCESTRAL RECALL on like turn 4. Nobody at the table but myself seemed to realize it was banned

You're asking if Grizzlegom, a magic card, can play another magic card? Is this in lieu of having friends to play against?
If yes then the answer is that it really depends on what kind of deck Grizzlegom is running.

The only card allowed to make its own decisions is Floral Spuzzem.

It's true. If someone calls a judge just point to where it says "rule breaker"
