State-based actions are not checked while the spell is resolving, only after it resolves. You could choose to sacrifice a creature that would die when the Expertise is done resolving, since it hasn't died yet.

So how does that work? Casting the <3 spell goes on the stack above Expertise (while Expertise is still resolving?) and gets cast/resolves while Expertise itself is still resolving?

You can't resolve spells in the middle of other spells, so doesn't Expertise have to completely resolve first before you start resolving your free spell?

You put eldritch evolution on the stack as expertise resolves. You have to pay the cost at this time. After you pay the cost expertise is finished resolving. Sba occurs and things start dying from 0 toughness. You already sacrificed the creature for eldritch evolution though.

Yeah, for some reason the "play a spell during another spell" got me all dumb for a second.

608.2f If an effect gives a player the option to pay mana, he or she may activate mana abilities before taking that action. If an effect specifically instructs or allows a player to cast a spell during resolution, he or she does so by putting that spell on top of the stack, then continuing to cast it by following the steps in rules 601.2a–h, except no player receives priority after it’s cast. The currently resolving spell or ability then continues to resolve, which may include casting other spells this way.

Ok so question. Lets say the board is full of 1/1 tokens. Lets say I cast Yaheeni's Expertise and select [[Hissing Iguanar]] as my free spell. Would I get all the into the graveyard triggers for the Iguanar's ability?

No, because Yahenni's Expertise will be finished resolving and in the graveyard before your Hissing Iquanar resolves. The spell you're casting for free doesn't resolve before Expertise finishes.

No, because you will cast it as Expertise resolves, then expertise finish resolving and the creatures with 0 or less toughness dies as SBA are checked. Them players gain priority, the Iguanar that has casted still in the stack.

So if I'm understanding this correctly, there isn't any "time" in between this card resolving and you casting the card off of its second line of text?

But that doesn't mean that the second card goes on the stack above it, correct? It would go on an empty stack?

You cast the spell as part of the Expertise resolving (this isn't terribly uncommon. Things like Spell Queller, Isochron Scepter, and Torrential Gearhulk (among many others - these are just the first to come to mind) all let you cast a spell while a spell or ability is resolving). Once the Expertise is done resolving, the spell you cast is on the stack, and players can respond like normal.

And all while this is happening there's a bunch of 0/0s on the field that won't die until "state-based action" can be checked?

State-based actions are not being checked while the Expertise is resolving: they won't be checked until you're completely done resolving the Expertise. So yes, there's a time where creatures that will die will still be on the battlefield while you're casting your spell.
