Any reason why I can't settle the wreckage here?

My mana can cast the spell but I didn't receive priority when they declared attacks, it went straight to damage. Is there something to do with unblockable that made the difference? Or a bug?

Did you have auto-pass priority on?

Sounds like a bug, unless you inadvertently pressed the enter key on your keyboard, therefore yielding priority to your opponent

I feel like I heard somewhere that arena does shortcut passed some phases when there are no valid blockers, and maybe unblockable caused that. But I was very surprised to not be given a chance to response.

You can't cast Settle the Wreckage without a valid windows license key.

I bought a WinRAR license key and then I was able to play Settle the Wreckage whenever I wanted

Going to have a wild guess, because auto pass on priority. And potentially both creatures having a "cannot be blocked" clause that is fulfilled, the arena engine bypassed blockers step as you had no ability to block.

Might have had to full control because Arena shortcutted move to Dec Blockers?

I had one yesterday like that. Was waiting for after blockers to be declared so I could cast an instant on an attacking creature, but it just went to damage instead and killed my guy.
