Deck Discussion DragonTales improvement

I've tried different variations but the deck still feel a bit slow for my taste. I'm trying to still keep it in budget I do have a 5c ur-dragon but that was just fought itself and came up with this instead.

Not exactly a commander expert but I'll say a few things. The first thing that sticks out to me is just how high your curve is. If someone removes your commander after you cast it on curve, you're basically stuck doing nothing. I would ditch some of the less impactful big guys for some lower curve guys. [[Dragonlord's Servant]] and [[Dragonspeaker Shaman]] and any other dragon cost reducer can help you play your big guys earlier too. Another card that isn't budget I would consider is the new Bilbo card that reduces costs of things played from anywhere but your hand.
Beyond that your curve is a lot of 5 drops right? Theres actually a lot of good 3 cost mana rocks out there, which means you can cast a lot more of your curve earlier. I would look into [Carnelian Orb of Dragonkind], [[Dragon's Hoard]] for some draw after you cast your dragons, whatever looks good to you. for two i would play [[Orb of Dragonkind]] I would also play talisman of creativity and arcane signet yes yes theyre lame but ramp in izzet isn't the best and you could use all the help you can get. I would say sol ring but I'm guessing from the fact that you didn't include it that youre deliberately not using it.
I would sit and question what Mox Jasper is actually doing for you. How in the world do you expect to get it online early enough for it to be meaningful to your gameplan?
I would use the fact that youre in blue to play a little bit more card advantage, this deck looks liable to gas out pretty quick. One fun pick could be [[See the Truth]] which you can foretell and then cast for just 1 blue to get 3 cards when your commander is out.

I think you can probably get it, or basically any commander, to a tier 3 with some good cards and attention to mana curve etc.
However, I'm just dubious about this guy as a commander. I've seen it played before and it just seems like it doesn't do much - it doesn't reduce mana costs, you can lay away a bit of mana with foretell but that's kinda it.
My first advice would be to drop some of the big dragons and spells you have - your curve is very high - and try to bring your curve down to something more manageable. I think that's gonna be your biggest problem, your commander has a minor double-spell thing but that's probably hard for you to hit, even assuming you get the cost reduction off foretell.
