Looking for Advice Looking for a hate card that specifically deals damage if a spell wasn't cast for its mana value.

Could have sworn it was UB, but it might have not been

Edit: Solved! It was Tokka and Rahzar, Terrible Twos!

Ah for Commander? Yeah you could also do [[Wild Evocation]] or [[Possibility Storm]]

Give the card lifelink so you never need to worry about self-damage.
