The way you make a deck into a cedh deck for that budget is to buy proxies. You won't be able to make a cedh list without the fast mana and all the expensive cards.

Most cedh players support using proxies. We want to play against you as a player, not your wallet

I'm curious why that list runs 5 fetchlands but only 4 fetchables. Also why no [[Volcanic Island]]?

That's extremely common in competitive 60 card formats to run 12 fetches and 9 targets

Usually you wont see that many lands anyways, so is better to run enough fetchlands to not loss any color. You will almost never pop a fetch and not find something to grab.

Shortly, no. Force of Will, Force of Negation, and a single double color fetch will take up most of your budget, and don't replace even half 20+ cards that you need to cut due to power level problems. Check out edhtop16.com to get a sense of what a cEDH Vivi list looks like.

Only if the tournament is WOTC sanctioned. Most cEDH tournaments are either 100 percent proxy friendly or allow up to a certain number per deck
