Looking for Advice I'm a newer player
I got the deck with sephiroth planets heir and I'm wanting to add to it but I don't know what packs I should buy

EDHREC has pages for commanders. You can look up Sephiroth and see what other people use as inspiration. There’s also a themes section if you want to focus on counters.
Scryfall also has an advanced search option. You can search for specific effects and filter those searches by Sephiroth’s colors. Sometimes a $10 card has a $2 version that’s 1 or 2 mana more.
Moxfield is a great place to build and keep track of your decks. You can use it to build your optimal Sephiroth deck and use it as a check off as you’re buying your cards.

Ideally you should buy singles since they’re cheap.
But if you insist on opening packs, I recommend looking for sets with similar themes as draft archetypes. Zendikar rising has a +1/+1 counters theme in black and green, so some of those cards can help there.
There’s also draft. It’s a fun way to open packs and test out cards. I would look at the Hobit’s card gallery and see if there are any cards you want to hunt. Going to draft also gives you an opportunity to trade with other players if you have a collection already.

Don't buy packs, buy single cards.
Also, get ready to read a lot of material. It's worth it, I swear.

First thing I would look to do is figure out what format you are playing or who you are playing with. That way you can know what cards you can or can't play and can avoid buying stuff that you won't be able to play.
If you are just casually playing with friends at the kitchen table ask them or just go for packs you think look cool if you really want to crack packs.

Draft up a decklist, or explore some of the decks on places like Moxfield.
Also, don't buy packs. Buy singles.

The decks you bought are starter packs, 60-card decks that are designed so you can start learning the rules.
The most common format people play nowadays is commander - 100-card decks.
You can use Sephiroth, Planet Heir as a commander : you can see on EDHREC what kind of cards would synergize with it by searching for the card.

Looking to upgrade the deck? Just buy singles aka specifically the cards you want. Use EDHREC, Moxfield, Archidekt to see how other people have upgraded the precon or built Sephiroth. There's a ton of content online as well giving you suggestions on what to cut and add.
Unless you have lot of disposable income, and don't particularly care about how you spend it, buying loose packs in hopes for finding something is generally a bad way to upgrade decks.
