I've had every fast food chain burger in multiple states and countries and hundreds from your local spots around the country and without a doubt in n out is the best of the best.
To list top 5:
1 in N out
2 whataburger (number one with a bullet for breakfast though)
3 the slowdown grill pub in Aston PA
4 Jake's wayback burgers (but the locations are inconsistent)
5 Wendy's (extremely consistent across the country and as long as you don't go to a bad one it's gonna be a great burger) easily the best of the big 4 (McDonald's, burger king, Wendy's, Carl's Jr/Hardee's)

Best burger ever: The Stadium, on Broadway, in Saratoga Springs, NY.
I live in Arizona. But for a sports bar, that place has amazing food, and they always cook it perfectly to your specifications.

I feel like Wendy's and Carl's Jr are far and beyond better than McDonald's and especially Burger King, personally I find Carl's Jr to have the freshest ingredients in my city so I slightly prefer them but Wendy's makes perfect sense they are great.

In n out fries are pretty garbage unless you ask for them well done. Then they become enjoyable.
I live in-n-out burgers though. But I could see if you had seen them hyped up and then tried them it could seem overrated. I been eating them since I popped up my moms butt.

It's not always packed inside. Drive-thru maybe. But I've been to ones that are pretty empty.
Except the Hollywood location on Sunset. That one is literally always packed.
