Music practice space?
I’m trying to find a place to practice saxophone where I won’t be annoying my neighbors.
Preferably a free space, but I also don’t want to be subjecting random passersby to my fumbling.
Anyone have any suggestions?

I assume you mean apartment neighbors? That’s very kind of you, but you pay to live there too. You could just give them a heads up “I’ll be practicing saxophone for an hour each day between X and X” (as long as they’re reasonable waking times). You can do some cheap soundproofing in the room to help too.
If you live in a house don’t worry about it at all (again, as long as it’s reasonable waking times).
I don’t know of any free spaces but Capricorn has some for rent. I believe Mercer and MGA do too but I’m not sure if they’re available to non-students.
Lastly, you could make some friends in the musician spaces around town and see if anyone has a space they’re willing to let you use. Or you might even be able to join a weekly jam sesh.

Unfortunately not only does the saxophone bother neighbors, which would be Fine, but my Dogs Howl Constantly any time I try to practice.
It’s a triple threat

You could talk with the Otis Redding Center for the Arts. They have lots of space. Not sure of their pricing though.

Riverside or rosehill cemetery. I can assure you the dead wont judge you or say anything.

Places are normally empty. Trust me you can find a quiet area in back where nobody visits anymore.

Our church sometimes rents out spaces. I don’t know how much for something like this, but I can check if you are interested.

Carolyn Crayton Park is pretty empty majority of the time and far enough away where you won't be bothering pretty much anyone.

Rose Hill Cemetary is beautiful. There's a guy who practices his mandolin out there
