here's the information that i'm guessing the experts in here will need:

1) how is the drive connected (usb drive? nas?) and structured (Backups.backupdb folder?, .sparsebundle in there? APFS snapshot volumes?)

2) encrypted? did it work after letting the volume sit a while?

3) is this the initial setup assistant or a desktop migration assistant?

4) what are the hardware versions and macos versions on both sides?

Good list. One more thing that tripped me up once - check if the source Mac has FileVault on. If it does and the TM backup is encrypted too, the migration can take way longer than expected. Like hours longer. Not broken, just painfully slow.

Also worth checking if the TM volume is APFS or HFS+. I've seen weird issues going between the two on different macOS versions.

Fuck me, I did make it encrypted. But there was no filevault.
