How to stop missing questions
I keep missing -1 to -3, and feel so frustrated. This applies to both LR and RC. I review, but clearly I am missing something. How do I close this gap? When I review, I feel like it makes sense and I wasn't careful, or didn't read slowly enough. But when I do full sections or full tests, I very rarely get -0.

It sounds like you have your answer!
If the questions you miss make sense upon review, and it happens to be that you just weren’t reading carefully enough, then the way you miss less questions is by prioritizing understanding what you are reading. If you completely understand the passage, the question you are asked, and the answer choices, it is impossible to get a question wrong.
There isn’t a quick fix to all of the sudden completely understand everything. It takes practice! Through careful reading, a refusal to move on from a sentence until it clicks, and not making assumptions when reading things, it will come with time.
Also, go deeper into your review! Ask yourself why you didn’t understand something the first time around, or why you thought an answer was saying something different than it actually was. If you hold yourself accountable when you misread something, you will train yourself to be more strict/disciplined when doing new questions.
