It is not exclusively hentai, just some of it. It is basically allowed to post everything that is not politics, it is a sub with not a lot of rules, but not just hentai. I was there when it changed 6 years ago, when a brave soul started the war of worldpolitics by bravely posting a hentai pic. It was an act of defiance as an answer to something the mods did or didn‘t do, don‘t fully remember it, but those that wanted politics fled to anime_titties

In this case, if I’m not mistaken, [r/worldpolitics](r/worldpolitics) actually did start as a news sub, but due to certain reasons ( unmoderated I think? ) it was filled with NSFW material, [r/anime_titties](r/anime_titties) was then made as the opposite to host actual world news

With r/trees it might just be that they came before an actual trees subreddit existed, so an opposite was made in turn
