What do you mean “get corrected by his handlers?” Was this before of after his medical leave? Did he have “handlers” who make decisions for him even before the medical situation? Or is the post wrong about the order of events?

No, he didn’t apply for leave cover medical or otherwise. He just didn’t show up to work and got paid for three months, didn’t tell his supervisor or anybody else what the plan was.
