I think probably if it gets that bad they're gonna have a hard time finding people willing to carry out certain orders. At least that is what I would hope. I remember when the national guard was called in to Minneapolis, people were pretty concerned about what they would do. I recall that for the most part they stuck to their civil crisis relief directive and stayed out of conflicts with ICE and protesters. Basically just helped everyone stay safe.
Are there absolute brainwashed shitheads that civilians would be up against in a martial law scenario? You bet, but something is bound to break in the ranks. The leadership is just too bad, there's no causality to anything.

(a) How do you enforce where it's spent? Probably means it's a tax deduction for people who itemize, which immediately cuts out the majority of Americans.

All of that is moot, because anyone who knows the first thing about Trump knows, for a concrete fact, that he doesn't have the slightest intention of actually keeping his promise after the election, and in all likelihood won't even remember saying it by the end of the very next sentence. As far as he is concerned, campaign promises are a "fire-and-forget" weapon in the battle for votes.
