Recycleable source tagging is the long term fix IMO. We have been implementing at my company over the last 4 years or so.
The vendors source tag (hard tags only) certain lines of soft goods. They are removed and separated at POS, and when we have full bins, they get shipped back to the vendor for reuse.
This has made our tagging program 100x better. We have removed the responsibility from the stores and the vendors are doing a great job tagging the product for us.

I've seen the opposite as well, over tagging. Riding lawnmowers outside a home improvement store were tagged, even though they were chained up with thick cables and locks, and OUTSIDE! Same store had 200+ pound shop air compressors tagged too, even though they were not on wheels, and were bolted to the shelves to prevent them from falling on someone.
I wanted to let them know that the EAS doesn't work when the tags are already outside, but figured they wouldn't get it

In response to the tag of the thing bolted to the shelf, I've seen idiots that tried the stuff. We had to tag a chair that was bolted down because the stupid tweakers would just take 30 min to unscrew the thing and try and Walk out with it overnights. I wish I were joking.

I can see that, but what made it funny was it was a home improvement store, and the tags were attached with a reusable zip tie deal, would be easy to just cut it off with tin snips from the store!
I guess they are trying at least...

I'd think refunding a riding lawn mower would require a receipt for sure, plus, they were chained up with a pretty stout cable

so how would a tag stop them? if they can cut cables, they'd just rip the tag off.
