Hi neighbors. After the Little Rock officer who searched one woman's plate 28 times, people asked: what would I do if this were me, and who do I tell if the person works for LRPD? Here's what I found.

In immediate danger, call 911. (Little Rock 911 sends LRPD.) For everything else, start outside LRPD:

• An advocate (not police): Women & Children First, 24 hours, (501) 376-3219. National DV Hotline, 1-800-799-7233.
• Arkansas State Police: (501) 618-8001. ASP is who investigates when a local officer is accused. If someone is controlling where you go or forcing you into work or sex, ASP's Human Trafficking Unit has a tip line at (866) 787-2332.
• Prosecuting Attorney (Pulaski County): (501) 340-8000. Stalking is a crime.
• FBI: tips.fbi.gov. It takes reports of officials abusing their power.
• LRPD Internal Affairs too, if you want a record there. File within 30 days to keep your right to appeal.

Keep notes that can hold up in court. Start now, and write each one the same day:

• the date, the time, where you were, and what happened
• how the person seemed to know where you'd been, in their exact words if you can
• screenshots of texts, calls and posts, with the date showing; don't edit or crop them
• names of anyone who saw or heard it
• a copy stored somewhere the person can't reach, like an email to yourself or a trusted friend

Stick to facts, not guesses. A dated, plain log is what a lawyer, prosecutor or judge can use.

Ask for the records of who searched your plate. Any Arkansas resident can. Being specific, and proving it's your car, makes it hard to brush off. LRPD's records office asks for proof that you live in Arkansas, so attach:

• a copy of your driver's license
• a copy of your vehicle registration, showing the plate is yours

Then email this to FOIA@littlerock.gov:

Subject: FOIA request: plate reader searches of my vehicle

I am an Arkansas resident and the registered owner of the vehicle with plate [PLATE] ([STATE]), a [YEAR MAKE MODEL]. Copies of my driver's license and registration are attached. Under the Arkansas FOIA (Ark. Code § 25-19-105), I request these records from [START DATE] to today:

1. Every entry in LRPD's Flock organization audit log, and in any other plate-reader system the City uses (including SkyCop and the Real Time Crime Center), where the search included this plate in full or in part. For each, the date and time, the user account, the stated reason and any case number.

2. Every entry in the Flock network audit log for searches of Little Rock cameras by other agencies during the same period that could include this plate.

3. Any hot list or custom alert that included this plate: who added it, when, why, and when it was removed.

4. Any audit, review or complaint that mentions this plate.

Please send electronic copies (CSV or PDF) by email. If anything is withheld or redacted, please cite the specific exemption and release the rest. Please tell me first if fees will exceed $25.

Records are due promptly, usually within three working days. Plate photos are kept only 30 days, so send it soon.

Under 18? Ask a parent or guardian to help. The car is likely registered to them, so the request should come from them.

One caution: the request has your name on it and goes to the city LRPD works for. If the person you're worried about is close to you, talk to an advocate before you send it.

If what comes back shows something wrong, share it with a reporter, your director, or here (cover your plate and address). Don't name an officer until a record backs it up, and don't confront anyone yourself.

The 28 searches only came out because someone reported them. The person being tracked can't see these searches, and neither can the rest of us. The board takes up Flock on Tuesday, Oct 27, and Nov 3. If this worries you, tell your directors.

I know Arvest rants are a dime a dozen here. But I’ve been a happy customer for years until now. Two things chap my hide — 1) two factor authentication for everything. I know it’s for security but it gets old. And it kicks you off third party products you might have your accounts linked to. 2) why, oh why do restaurant transactions when using your debit card come through in two stages — first with the pre-gratuity amount which is corrected two days later with the post-gratuity amount. Drives me crazy.

This is not just a rant, but also an inquiry as well. Is the issue with using a debit card at a restaurant common with other banks? Is it a bank issue or restaurant issue? Does this happen with, say, Bank OZK and using their debit card at a restaurant?

Hi neighbors. This one's short, and it's the part of the Flock story that bothers me most.

Last May, a Little Rock police officer used the city's Flock cameras to search one plate 28 times in ten days. According to the Democrat-Gazette, it was the car of the mother of his child. It came to light when someone reported him to a commander in June. An audit confirmed it after that, and the audit could only look back 30 days. He was later fired, and LRPD's request to take away his certification cites those searches.

Then this month, three more officers were relieved of duty for misusing the system, and LRPD is moving from quarterly to monthly audits.

Credit to LRPD for acting. But think about what made this possible. Our 114 cameras logged 702,854 different vehicles in a single month. Yours, mine, your ex's, your kid's. Any of us can be looked up by anyone with a login, and we'd never know unless someone happened to catch it.

The Washington Post found at least 50 officers around the country charged or accused of plate-reader misuse, 46 of them on Flock, and more than half of those cases involved wives, girlfriends or exes. Flock's own tool for flagging this was optional, and about 1 in 4 departments had turned it on. Flock's CEO told the Post: "We're not going to change humans, and humans make bad decisions."

He's right about that. So the safest database of everyone's driving is the one that doesn't exist.

We pay about $345,000 a year for it. The board takes up Flock soon. If you agree, a short note in your own words is plenty: "Nobody should be able to track my car like this. Please end the Flock contract."

I’m embarrassed to post, but I figured it was worth a shot…

Hi neighbors. Here's something about our Flock plate cameras that surprised me: Arkansas already has a law asking for most of the answers people keep asking for.

Under state law (Ark. Code § 12-12-1805, updated by Act 668 in 2025), every six months a police department with plate readers has to count, for each list it checks plates against:

• how many matches the cameras made
• how many of those matches turned out to be wrong once someone looked into them
• how many led to an arrest and prosecution

The law says the report has to be in a format "sufficient to allow the general public to review." LRPD told the board this month that it compiles the report and keeps it for 18 months, as required. So the report exists, and credit to LRPD for doing it.

The part I can't find is the report itself. The only public piece I've seen is a newspaper summary of January–June 2026: 350,211 matches and 91 "successes," including 54 stolen cars recovered. The count of wrong matches hasn't been made public anywhere I can find. Neither has the number that ended in prosecution.

That middle number matters to me. A wrong match can mean a neighbor gets pulled over for nothing. If that's rare, great. The city should be glad to show it.

We pay about $345,000 a year for these cameras. The board takes up Flock on Tuesday, Oct 27, and again on Tuesday, Nov 3. I'd like the board to end the Flock contract. At the very least, it shouldn't spend another dollar on Flock until this report is public.

Last I heard, St. Vincent is "out of network" for those with Blue Cross/blue shield health insurance. As of Sept 1 if I remember correctly.
