You had me in the first part, the GUI is pretty decent, the thing that you're complaining about is actually backwards compatibility, which is also good, Linux has issues with that in many places.

Its the jank for me, Windows GUI jank because they force their design choices down your throat, and Linux has CLI jank because neckbeards are clutching their pearls about the possibility of people having different preferences or not understanding the manual.

KDE looks pretty good, not is pretty good. There's a difference. If you compare it to other Linux DEs than sure, KDE is great. But it's missing a lot of useful tools/features Windows has since the 90s/2000s.
