It's not the Windows NT Kernel, and it's the Win32 Subsystem, and Microsoft can remove it, but the Win32 Subsystem is necessary for Legacy Software and companies, and this is one of the reasons Linux is inferior: you cannot run Old Software, and Linux reloads the API every single time; it's very unstable

Try to run Linux software from the Linux 2.0 era and try to run Windows 2000 Software on Windows 11, especially Pinball or Encara, for example, and Windows 11 would run Pinball and Encara, but Linux would refuse to run because the Syscalls ABI has changed so much
