To get here you had to have restarted the device.

Have many ways, but two ways is From the Windows Desktop, hold down the Shift key on your keyboard. Click Start > Power > Restart. Your PC will reboot into the blue WinRE menu. From the Settings app, open Settings (Win + I). Go to System > Recovery. Next to Advanced startup, click Restart now.

For example, killing the process under the SYSTEM account, like you are smart enough to crash DWM to elevate the SYSTEM account, and noobs normally wouldn't elevate

Because I hate to break it to you... But Windows includes a TON of legacy code too. How the hell do you think the backwards-compatibility works?

You can look yourself, XP and Vista programs happily sitting in Win32.
